LPHI’s Division of Information Services Division (IS) designs, plans & enables Information Services and supporting platforms to positively impact population level health outcomes in Louisiana. IS provides innovative solutions, guidance and TA to health policy-makers, healthcare organizations, and Louisiana communities based in current and emerging Public Health/Bio-Medical Informatics best practices. Serving both LPHI and partner healthcare organizations, IS efforts broadly focus on the following congruent areas – Health Information Technology, Infrastructure, Information Systems Development, and Data & Health Geography
Position Summary
The Systems Engineer reports to the Associate Director, Division of Information Services and works under the strategic guidance and direction of the LPHI CIO. The Systems Engineer for the Division of Information Services collaborates with all Division staff and across LPHI as appropriate.
The Systems Engineer serves as the technical lead for all aspects of the LPHI (internal) and partner organization (external) Application, File, Web servers and mission critical core infrastructure components. This position also serves as an enabler and a critical liaison for the Infrastructure Unit in collaborative efforts with the Health IT, Information Systems Development, and Data & Health Geography Unit.
Duties and Responsibilities
Core Technical Functions
? Manages and administers servers (file, application & web servers) in a complex Windows 2003/08 environment, including Microsoft Exchange.
? Level 2 – 3 Helpdesk Support
? Accountable for LPHI Systems networks and data integrity.
? Systems monitoring & management of all core infrastructure components including local and remote servers, routers, networks, and applications.
Project Management Functions
Internal & External Operations
? Manages network hardware/software implementations working with LPHI Systems Administrator.
? Outlines system level impact of individual projects or requested system changes.
? Enables best of breed solutions in Network/systems design.
? Collaboratively leads internal technical teams/task forces
? Reviews the status reports of team members and addresses issues as appropriate.
? Complies with and helps to enforce standard policies and procedures.
? Responsible for LPHI systems documentation
Technical Understanding
? Possesses comprehensive understanding in the areas network vb/shell scripting, development environments and core industry standard server technologies.
? Maintains awareness of new and emerging technologies and the potential application on client engagements.
? On approval, serves as technical lead in implementations of new technologies.
Qualifications
Required
Education
? Bachelor’s degree in Computer Science, Math, Engineering or related discipline required. In certain instances work experience of 3 – 5 years is also acceptable.
? Excellent problem solving ability.
Web
? Good Knowledge of web application security, understanding of vulnerabilities and countermeasures.
? Familiar with LAMP platform administration.
? Microsoft back-office application (IIS and SQL) experience required.
Network/Systems
? Core design, implementation and maintenance experience with network infrastructure components (routers, switches, load balancers, SAN)
? Core knowledge of networking/distributed computing environment concepts; ability to configure DNS, WINS, DHCP and AD domains.
? Excellent knowledge of Microsoft server and operating systems.
? Knowledge and experience in designing, installing, maintaining and supporting LAN/WAN systems required.
? Ability to consult, design and implement complex LAN/WANs in a limited timeframe.
? Excellent knowledge of virtualization technologies, e.g. VMware
? Experience with database application (MySQL, Oracle, and SQL Server) installation and basic maintenance.
? Minimum knowledge and troubleshooting of Visual Basic Scripts.
Communication
? Ability to effectively communicate and demonstrate LPHI's infrastructure as a model of expertise and services offered by LPHI-IS
? Ability to understand complex technical requirements and communicate them clearly in a verbal or written format.
? Customer orientated
