Economic Development Disaster-CDBG Project Manager

Position: Economic Development Disaster-CDBG Project Manager
Division: Disaster-CDBG Program Management, Program Management Office
Reports to: Disaster-CDBG Program Manager

Purpose:
The purpose of the Disaster-CDBG Project Manager position is to implement projects and programs funded through the City’s Disaster-CDBG Program in a timely, responsible and compliant manner.

Job Summary:
This position is responsible for planning for, obtaining funding for, coordinating the development of, overseeing the implementation of and ensuring the compliance of the Disaster-CDBG funded projects and programs that the Landrieu Administration has committed to completing.

The Economic Development D-CDBG Project Manager will be primarily responsible for developing, organizing resources for, and overseeing the City’s D-CDBG funded economic development programs. These include:
• A financing program for retail grocers that are interested in expanding their selection of fresh fruits and vegetables or locating a new store in an underserved location in Orleans Parish;
• A commercial gap financing program intended to improve blighted conditions along the City’s primary corridors;
• Other programs as assigned

Job Responsibilities:
1. Project Planning and Programming: Identify and evaluate projects and develop a budget, scope and schedule for completion.
2. Funding Approval: Facilitate projects/programs through funding approval process with State and HUD.
3. Project Design: Coordinate due diligence, procurement, contracting, design and environmental clearance for the project.
4. Implementation: Coordinate the delivery of the project or program, review invoices and coordinate payment processing.
5. Compliance & Close Out: Ensure all documentation related to funding requirements is maintained, troubleshoot issues with project delivery, serve as a communication liaison, collect and review progress reports, and evaluate the final deliverables against project purpose.
6. Specifically, the Candidate will work closely with the City’s economic development staff, economic development non-profits, private financial institutions and other government agencies.

Knowledge
Candidate should possess extensive knowledge of:
1. The rules, regulations, and interpretations governing federal Community Development Block Grant funding;
2. Principles and practices of project management;
3. Best practices in public administration.
4. Commercial real estate development trends and practices;
5. Public sector economic development lending best practices, including Section 108 Loans;
6. Principles of urban land development;

Experience
Candidate should have a minimum of two years work experience that includes: project management, urban redevelopment, federal funding programs (CBDG preferred), planning, public administration, or community development.

The Economic Development D-CDBG Project Manager should have five years work experience that also includes:
• Private and public sector finance tools;
• Analyzing financial feasibility and underwriting;
• Financial management and tracking;
• Commercial redevelopment and revitalization;

Education
Candidate should possess a Bachelors Degree in planning, geography, architecture, engineering, economics, public administration, business administration or related field; Masters Degree highly preferred.
