NHS was founded in 1976 and began serving a single neighborhood, Broadmoor, primarily providing homeowners with loans for home improvements and construction management services. Since then we have expanded the scope of our services to provide a comprehensive array of pre and post purchase homeownership services throughout the New Orleans region, with offices in New Orleans, St. Tammany and Washington Parishes. NHS was recently awarded a $10,000,000 CDBG contract with the City of New Orleans to administer a “soft second mortgage” program to provide funding for the renovation of homes in New Orleans. This position will be responsible for ensuring compliance in the administration of this program with all federal, state and city laws and regulations.
RESPONSIBILITIES:
• Oversight of applicant eligibility, intake, construction operations and the implementation of tracking and reporting mechanisms as needed to ensure compliance with funding requirements along with state and federal regulations.
• Manage and prepare environmental documents and issues relating to rehab and projects.
• Preparing and designing documentation forms for program compliance tracking.
• Preparation of policies and procedures, and cost allocation worksheets necessary for contract signing with awarding agency and collaborative.
• Managing the identification and resolution of grant operations, reporting and/or procurement issues.
• Work with the CEO, Homeownership Center and Designbuild Directors, and CFO to assure documentation for costs is properly procured, maintained and safeguarded.
• Liaison between CEO, the city of New Orleans and State of Louisiana as well as participating lenders.
• Ensure internal controls for program compliance are developed and maintained.
• Monitor grants accounts and expenditures through fund reconciliations to ensure compliance with funding requirements and reporting purposes.
• Stay current with IRS, GAAP, FASB and GASB laws, regulations and publications.
• Stay current and ensure compliance with all relevant CDBG regulations and laws and regulations related to residential mortgage lending.
• Monitor budgets for variances and noting reason for variances.

QUALIFICATIONS:
• Knowledge of CDBG regulations
• Preferred, licensed CPA or CPA candidate or B.S. in Accounting and equivalent / related work experience.
• Proven knowledge of generally accepted accounting principles (GAAP).
• Four plus years of nonprofit and governmental accounting in relationship to HUD Programs.
• Construction and / or mortgage experience helpful.
• Prior Project Management skills.
• PC proficiency including Word, Excel, and QuickBooks.
• Attention to detail, thoroughness and organized.
• Independent self-starter, team player and mission driven.
