The Crescent City Beacon Community (CCBC) initiative is a pioneering collaborative of public and private health care organizations and public health agencies convened by the Louisiana Public Health Institute (LPHI). CCBC is charged with implementing and evaluating health information technology (HIT) solutions to transform the Greater New Orleans area health care system and improve population-level health outcomes. Several major hospital systems, public health agencies and community-based primary care providers are currently participating in this historic effort.

To this end, CCBC is working to introduce innovative HIT systems and tools designed to:
• Improve quality and efficiency of care
• Improve coordination of care
• Lower the cost of care
• Improve population health outcomes

Position Summary:

We are seeking an Technical Architect, with a minimum of 5 – 10 years experience working on large IT change initiatives ideally in the Health Systems arena. This role will be responsible for designing and implementing all aspects of the Crescent City Beacon Community Technical and Systems architecture. You must be an excellent communicator and capable of working at a very high level in a demanding environment.

The Architect is a key design and implementation role and is responsible for implementing the technical strategy, creating technical roadmaps, system blueprints and supporting engineering efforts related to development of any HIE related solutions. This role requires working throughout all levels of the organization, and working closely with individual partners technical departments as well as well as with a vendor's engineering team.

This position reports directly to the LPHI CIO.

Core Duties

• Diagnoses and resolves complex systems and integration problems.
• Designs and develops reusable software that meets customer requirements while upholding high standards of reliability, security, maintainability, and performance.
• Plans, documents and presents recommended solutions for complex systems projects.
• Provides leadership and training to other staff. Works as the highest level technical expert for assigned systems, acting as an internal consultant and system architect for all tasks in the analysis, design, testing and implementation of assignments.
• Works closely with business and technical staff from all areas of the company to identify and provide recommendations and solutions to meet business requirements and deadlines.
• Works on many project elements concurrently and quickly shifts priorities as required to meet changing project and business requirements and aggressive deadlines.
• Plans, creates, and coordinates, documents and implements the CCBC systems and enhancements which are advanced and complex in nature.
• Assists in the development of enterprise information systems standards and procedures.

Other Responsibilities:
• Analyze and define HIE use cases.
• Assist in defining HIE product technical architecture.
• Make accurate development and integration effort estimates to assist management in project and resource planning.
• Perform software quality assurance, including all types of testing.
• Write technical documentation.
• Keep skills up to date through ongoing self-directed training.
• Advise management on how products and processes could be improved.

Minimum Qualifications
• 5+ years Linux experience/ Red Hat preferred
• 5+ years professional Java development/JBoss a plus
• 5+ years relational database development (Oracle, DB2, Microsoft SQL Server, MySQL, etc.)
• Bachelor’s degree in computer science, engineering, mathematics, or similar, Masters preferred.
• Healthcare domain experience, especially HL7 messaging
• Experience working with large databases
• Web application front end development (JavaScript, etc.)
• Experience working directly with customers
• Consulting experience.
