Position Summary:
The Program Manager will manage the full scope of a grants program to improve public health in Southeast Louisiana. This position is responsible for the day to day operations and processes necessary to design, implement, and monitor an effective and accountable public health grant program. The Program Manager will be an employee of the Louisiana Public Health Institute (LPHI) and report directly to LPHI’s Director of Policy Development and Programming. Developing and maintaining strong working relationships with LPHI leadership and other staff, partner organizations, stakeholders, and consultants is critical to the success of the Program Manager.

Duties and Responsibilities:
The primary responsibility of this position is to effectively manage the full scope of grant program activities, which includes:
• Providing leadership for project team staff to ensure coordination across LPHI program and division staff and collaboration with external partners.
• Building and coordinating relationships with external partner organizations, stakeholders, content area experts and consultants.
• Proactively identifying potential complementary activities and opportunities to leverage existing community resources and for future sustainability.
• Planning and designing a detailed Request for Application (RFA) (content and processes) with input from key community health leaders, which includes:
o Program description, goals and objectives.
o Applicant eligibility and application timeline and submission requirements – narrative, budget, and supporting documentation.
o Grant proposal review criteria and scoring methodology.
o Program deliverables and timelines.
o Grantee programmatic and financial reporting requirements.
• Implementing the RFA and grant proposal review processes, including a establishing a tracking system to receive and evaluate grant proposals and convening a review panel.
• Developing and implementing project management processes and systems for recipient organizations (grantees) for programmatic and financial reporting.
• Guiding grantees in developing realistic goals and objectives as part of detailed work plans and in leveraging existing community resources and potential partnerships.
• Identifying initial grantees’ technical assistance needs and developing a technical assistance plan to coordinate training and individual consultation with LPHI staff, content experts and consultants.
• Providing technical assistance and monitoring grantee program performance through site visits and reviewing grantee operations.
• Working closely with LPHI financial staff to develop and execute grant agreements/ contracts with grantees and to establish systems to monitor grantees’ budgets and expenditures.
• Collaborating with the Reporting/Monitoring Manager to collect programmatic data to monitor grantees’ progress in meeting their goals, objectives and deliverables and to produce overall grant program reports.
• Preparing periodic project progress reports, briefing materials and correspondence as needed.
Qualifications:
• Master’s Degree in Public Health, Public Administration, Public Policy or related field required.
• At least five to seven years professional experience working in public health programs
• Experience designing and implementing public health programs and initiatives preferred.

• Ability to conduct both programmatic and administrative aspects of a program through its life cycle from development, implementation, and monitoring/evaluation.
• Strong project management and organizational skills required.
• Ability to think proactively and function independently and must be able to work well in a team.
• Ability to maintain a highly detail-oriented approach while maintaining an appreciation of the long-term goals and objectives of the project.
• Proven written and oral communication skills.
• Strong interpersonal skills and experience working with individuals and groups from diverse backgrounds.
• Experience planning and facilitating meetings.
• Working knowledge of Microsoft Office Applications including Word, Excel, PowerPoint, Outlook, and the Internet.
