The Crescent City Beacon Community (CCBC) initiative is a pioneering collaborative of public and private health care organizations and public health agencies convened by the Louisiana Public Health Institute (LPHI). CCBC is charged with implementing and evaluating health information technology (HIT) solutions to transform the Greater New Orleans area health care system and improve population-level health outcomes. Several major hospital systems, public health agencies and community-based primary care providers are currently participating in this historic effort.
To this end, CCBC is working to introduce innovative HIT systems and tools designed to:
• Improve quality and efficiency of care
• Improve coordination of care
• Lower the cost of care
• Improve population health outcomes
Position Summary
We are seeking a Senior HIE Application Developer, with a minimum of 4-6 years’ experience working on a health information exchange or other related application. This role will be responsible for designing and implementing all aspects of the Crescent City Beacon Community HIE. You must be an excellent communicator and capable of working at a very high level in a demanding environment.
The HIE Application Developer is a key role part of the Crescent City Beacon Community collaborative, and is responsible for analysis, development and maintenance of the health information exchange and related software products, including provider and patient portals, bi-directional clinical exchange interfaces, and the clinical data repository. This role requires working throughout all levels of the organization, and working closely with individual partners technical departments as well as well as with a vendor's engineering team.
This position reports directly to the LPHI CIO.
Core Duties
• Designs, develops and implements Java applications to support HIE business requirements.
• Develops, maintains and/or debugs JavaScript-based interface channels.
• Follows approved life cycle methodologies, creates design documents, and performs program coding and testing.
• Resolves technical issues through debugging, research, and investigation.
• Relies on extensive experience and judgment to plan and accomplish goals.
• Performs a variety of tasks.
Assets
• Good understanding of OO concepts and modeling
• Excellent knowledge and skills in Java and Javascript languages
• Excellent SQL and database skills
• Familiarity with Glassfish and/or other open-source Java/J2EE Application Servers
• Familiarity with PostgresSQL
• Familiarity with bi-directional system and application interface processing concepts, including realtime and batch, ASCII-based interfaces, socket-to-socket based interfaces, Secure Sockets Layer, secure FTP and web services
• Familiarity with HL7 V2, CDA and V3 messaging concepts and RIM
• Familiarity with web development and web services concepts and development
• A wide degree of creativity
• Advanced applications development
Qualifications
• Advanced degree in Computer Science, Software Engineering or similar discipline preferred
• Undergraduate degree required
• 4-6 years of experience in the field or in a related area
• Java certification
• Database design, migration, and implementation
