The National Network of Public Health Institutes (NNPHI) was formally established in 2001 to recognize and enhance the work of the nation’s public health institutes. NNPHI has thirty-six members in twenty-eight states covering several major metropolitan areas, such as New York City, Philadelphia, Chicago and Washington DC, among others. NNPHI members are primarily independent 501c3 organizations; some are university affiliated and there are several provisional and affiliate members. NNPHI is housed at the Louisiana Public Health Institute in New Orleans, Louisiana, with whom it has an operational management contract to receive leadership and administrative infrastructure support. The vision of the network is innovation-fostering public health institutes across the nation collaborating to improve population health. The mission of NNPHI is to support national public health system initiatives and strengthen public health institutes to promote multi-sector activities resulting in measurable improvements of public health structures, systems and outcomes.

The Contract Manager is responsible for managing the contractual matters, including requests for proposals and solicitations for work and qualifications, of the National Network of Public Health Institutes (NNPHI). Responsibilities include: managing the NNPHI contract and request for proposals processes; monitoring all contracts and ensuring compliance with contract provisions (e.g., funder regulations and available resources). The Contract Manager reports to the NNPHI Associate Director for Program and works closely with all NNPHI staff and the administrative and finance staff at the Louisiana Public Health Institute (LPHI).

Desired Qualifications:
• Bachelor’s degree required, in business, non-profit management, health systems management, public administration or related field
• Master’s degree preferred, in fields listed above
• Working knowledge of federal contracts and cooperative agreements, including guidance, regulations and compliance matters.
• Five or more years of experience in contract and/or grants management

Duties and Responsibilities:
Contract Management
• Researches and keeps abreast of existing and emerging guidelines and best practices for contract development and management
• Trains staff on the implementation of the contract development and management processes, guidelines, and best practices
• Manages the development, review, and execution of agreements, memorandums of understanding, contracts, and sub-granting; including the development of budgets associated with contract deliverables
• Monitors and reviews contracts for financial compliance and performance in collaboration with NNPHI leadership and program staff. Approves all invoices and payments to subcontractors and grantees.
• Tracks status of contracts, billing requirements, principle contacts, and other related requirements.
• Serves as NNPHI liaison to funders and contractors regarding administrative processes for executing contracts and budget negotiations.
• Reports regularly to NNPHI leadership and program staff concerning status of subcontracts.
• Reviews and monitors financial controls and procedures, allowable costs, accounting procedures, and internal control systems for contracts with assistance and in collaboration with LPHI Finance and Administrative teams.

Requests for Proposals / Calls for Work:
• Manages and collaborates with all staff on the development of standard protocols and procedures for developing Requests for Proposals
• Facilitates the implementation of the NNPHI Transparency Policy for working with public health institutes via financial agreements
• Drafts reports and supporting documentation to the NNPHI membership and board that include timely updates in compliance with the Transparency Policy.
• Serves as a liaison to NNPHI funders (RWJF, CDC, etc) to support the Request for Proposal processes.
• Manages a calendar of funding opportunities for internal planning purposes and external communications

• Familiarity with public health programs and funders
• Ability to think proactively and function independently
• Strong interpersonal skills including strong orientation towards working with teams and diverse partners
• Proven written and oral communication skills
• Ability to maintain a highly detail-oriented approach while maintaining an appreciation of the long-term goals and objectives of the organization
• Excellent time management skills
• Must have a commitment to the mission of NNPHI
